Appeals: self-filed house appeals in tax year 2025. Lower value: how many of them got a lower assessed value. * Typical saving: median for homes that got a lower value at the Board of Review, tax years 2023–2025: the cut in assessed value × the 2025 state equalizer (3.03) × the 2025 tax rate of the home's tax code, before exemptions. "Too few": fewer than 100 appeals, so no share is shown. Download the table: CSV. Free to reuse with a link to this page.
How we counted
Self-filed (Individual/Pro Se) Board of Review appeals on private houses (classes 202–209, 234, 278), tax years 2023–2025, one record per PIN and year. Lower value = result Decrease and Board value below the Assessor value. Saving = median among homes that got a lower value: AV cut × 2025 equalizer × 2025 tax rate of the tax code, before exemptions. Our analysis, not official figures.
Private houses only (classes 202–209, 234, 278): no condominiums, apartments or commercial property. Appeals filed by an attorney are left out, so the table shows owners who filed for themselves. Each home counts once per tax year. These are our calculations from public data, not figures published by the Board of Review.
What this means for a 2026 appeal
Filing at the Board of Review is free and you don't need anyone to represent you. The Board opens each township for about 30 days, after the Assessor's own appeal window. See this year's deadlines for every township, or how the two windows differ in Assessor or Board of Review.
Questions
Where do these numbers come from?
From the Cook County Board of Review's Appeal Decision History on the county's open data portal. We counted private houses (classes 202–209, 234, 278) appealed without an attorney, one per home and year. Our analysis, not official figures.
Does a lower value mean a lower tax bill?
Not always by the same amount. The Board of Review says many factors other than your assessment, including exemptions, local tax levies and tax rates, determine the amount of your bill.
Do I need an attorney to appeal at the Board of Review?
No. The Board of Review says individual owners may represent themselves, and filing is free and can be done online.
When can I file at the Board of Review in 2026?
The Board opens townships in groups after the Assessor finishes them. Our deadlines page lists the dates the Board has published for each township.
